US trade remedy · Steel Products
Imports of stainless steel flanges from India into the US are subject to an antidumping duty order (A-533-877) and a countervailing duty order (C-533-878). The US importer pays a cash deposit at entry, at the rate set for the Indian producer and exporter.
The orders
The all-others rate applies to Indian producers and exporters without their own rate. It is the rate printed when the order was issued; later administrative reviews set new, company-specific rates.

Questions
Yes. Imports of stainless steel flanges from India are subject to an antidumping duty order (A-533-877, since 9 Oct 2018) and a countervailing duty order (C-533-878, since 5 Oct 2018), according to the U.S. International Trade Administration's list of orders in force as of 18 Sept 2026.
When the orders were issued, the rate for exporters not individually named (the "all-others" rate) was 19.16% (cash deposit 14.29%) for the AD order and 4.92% for the CVD order. Rates are set per producer and exporter and change after each administrative review, so the rate on a shipment today depends on who made and sold it. Check the latest Federal Register notice.
The US importer of record. It pays a cash deposit at the AD/CVD rate when the goods enter the US, and the final amount is settled when Commerce completes its review. In practice the duty shapes the price the US buyer can pay, so it matters to the Indian exporter too.
Orders are reviewed every five years in a "sunset review". The next one for stainless steel flanges from India is due to start in Sept 2028. Until an order is revoked, it stays in force.
