US trade remedy · Steel Products
Imports of finished carbon steel flanges from India into the US are subject to an antidumping duty order (A-533-871) and a countervailing duty order (C-533-872). The US importer pays a cash deposit at entry, at the rate set for the Indian producer and exporter.
The orders
The all-others rate applies to Indian producers and exporters without their own rate. It is the rate printed when the order was issued; later administrative reviews set new, company-specific rates.
| Type | Case number | Order date | All-others rate at order | Next sunset |
|---|---|---|---|---|
| Antidumping (AD) | A-533-871 | 24 Aug 2017 | 11.95% (cash deposit 8.91%) | 1 Nov 2027 |
| Countervailing (CVD) | C-533-872 | 24 Aug 2017 | 7.39% | 1 Nov 2027 |
Scope
The scope of these orders covers finished carbon steel flanges. Finished carbon steel flanges differ from unfinished carbon steel flanges (also known as carbon steel flange forgings) in that they have undergone further processing after forging, including, but not limited to, beveling, bore threading, center or step boring, face machining, taper boring, machining ends or surfaces, drilling bolt holes, and/or de-burring or shot blasting. Any one of these post- forging processes suffices to render the forging into a finished carbon steel flange for purposes of these orders.…

The US importer of record. It pays a cash deposit at the AD/CVD rate when the goods enter the US, and the final amount is settled when Commerce completes its review. In practice the duty shapes the price the US buyer can pay, so it matters to the Indian exporter too.
Orders are reviewed every five years in a "sunset review". The next one for finished carbon steel flanges from India is due to start in Nov 2027. Until an order is revoked, it stays in force.
