US Anti-Dumping & Countervailing Duty on Cold-Rolled Steel Flat Products from India

Yes. Imports of cold-rolled steel flat products from India are subject to an antidumping duty order (A-533-865, since 20 Sept 2016) and a countervailing duty order (C-533-866, since 20 Sept 2016), according to the U.S. International Trade Administration's list of orders in force as of 18 Sept 2026.

When the orders were issued, the rate for exporters not individually named (the "all-others" rate) was 7.60% (cash deposit 6.70%) for the AD order. Rates are set per producer and exporter and change after each administrative review, so the rate on a shipment today depends on who made and sold it. Check the latest Federal Register notice.

The US importer of record. It pays a cash deposit at the AD/CVD rate when the goods enter the US, and the final amount is settled when Commerce completes its review. In practice the duty shapes the price the US buyer can pay, so it matters to the Indian exporter too.

Orders are reviewed every five years in a "sunset review". The next one for cold-rolled steel flat products from India is due to start in Jul 2027. Until an order is revoked, it stays in force.
