The party legally responsible for a US import: its classification, value, duties and compliance.
The importer of record is usually the US buyer. It pays the duties and fees, posts the customs bond and is liable if the entry is wrong. A foreign seller can act as IOR, for example under DDP terms, but needs a US customs bond and often a US agent.
