Scope

What products the order covers

The product covered by these orders is raw honey. Raw honey is honey as it exists in the beehive or as obtained by extraction, settling and skimming, or coarse straining. Raw honey has not been filtered to a level that results in the removal of most or all of the pollen, e.g., a level that removes pollen to below 25 microns. The subject products include all grades, floral sources and colors of raw honey and also include organic raw honey. Excluded from the scope is any honey that is packaged for retail sale (e.g., in bottles or other retail containers of five (5) lbs. or less).…

For Indian exporters

What this means for your shipments

  • Your US buyer pays. The importer of record posts a cash deposit at the AD/CVD rate when the goods enter the US, on top of normal duty.
  • The rate depends on who made and sold the goods. Companies reviewed by Commerce get their own rate; everyone else gets the all-others rate.
  • The entry is filed differently. The customs broker files it as an AD/CVD entry and quotes the case number, so share the producer and exporter names with your buyer.
  • Rates can change every year. Interested parties can ask for an administrative review in the order's anniversary month.

Questions

Raw Honey from India: FAQs

Is there anti-dumping duty on raw honey from India?

Yes. Imports of raw honey from India are subject to an antidumping duty order (A-533-903, since 10 Jun 2022), according to the U.S. International Trade Administration's list of orders in force as of 18 Sept 2026.

What is the duty rate on raw honey from India?

When the order was issued, the rate for exporters not individually named (the "all-others" rate) was 5.87% for the AD order. Rates are set per producer and exporter and change after each administrative review, so the rate on a shipment today depends on who made and sold it. Check the latest Federal Register notice.

Who pays the anti-dumping duty, the Indian exporter or the US importer?

The US importer of record. It pays a cash deposit at the AD/CVD rate when the goods enter the US, and the final amount is settled when Commerce completes its review. In practice the duty shapes the price the US buyer can pay, so it matters to the Indian exporter too.

When can the order on raw honey from India end?

Orders are reviewed every five years in a "sunset review". The next one for raw honey from India is due to start in May 2027. Until an order is revoked, it stays in force.
